>> reporter: i'm terry mcsweeney live at the richmond san rafael bridge. new report out this morning says this bridge and nearly 600 other bridges and overpasses in the bay area are structurally deficient. i'll tell you what that means and the solution coming up. good morning check out clouds eastbound from sutro tower today the coolest day in the forecast. 6:01. a lot going on especially trying to get out of san francisco to the south. >> let's begin there. overturned big rig caught fire stopped all southbound traffic on 101 out of san francisco. >> the accident could mean big problems for the bay bridge. let's get the latest from sue hall. coming off of the bay bridge heading southbound out of san francisco right now you cannot get southbound it is shutdown "sig alert" in effect you saw pictures of that accident. sky 7 hd up with a live shot.

multi-vehicles involved. the driver of the big rig is in serious condition. diesel spill on the roadway. it is -- looks like they've got most of the flames out from the live shot. northbound also slow because of that accident. you will find emergency crews on the northbound side as well very slow 280 would be your best alternate. we'll show you a shot of that truck when i was on fire, it is on its side and burning smoke billowing on to the freeway. 10th street on-ramp remains closed. amy hollyfield is headed to the scene live. no estimated time of reopening. southbound shutdown northbound slow and 280 the way to go this morning. more traffic news. it is disturbing for drivers who use one of the bay area's many bridges, hundreds of thousands are doing now. we are second in the nation when it comes to bridges with structural deficiencies. terry mcsweeney is live at the

richmond san rafael bridge on the marin county side with more. >>reporter: the report comes to us this morning for a group called transportation for america. it is saying approximately one out of every five bridges and overpasses in the bay area is structural deficient. and repair is threatened by cuts to federal transportation funding. take a look at video we have of the richmond san rafael bridge one of 380 bridges or overpasses listed in in -- in this report. deficiency doesn't moon the bridge is about to come down. it means work or increased inspections are needed. the carquinez bridge also in need of repairs in the case of the carquinez and richmond san rafael the repair would be paving. transportation for america says the government should fix what we have before starting any new projects. this report comes as senator boxer is putting together a transportation spending bill.

on tv to find out how safe it is where you are. terry mcsweeney abc7 news. 6:05. if a parcel tax is approved by oakland voters next month some of the money will be used to hire more police officers. it is on the ballot as measure i-generating 12 million dollars a year for five years there was concern the measure failed to spell out where the money would could. six million to hire 30 more officers. remainder will be earmarked for road repair improving streetlighting and park maintenance. the measure would impose an $80 a year parcel tax. city of oakland will pay the family of a man who died after being arrested by police in 2000. the city council unanimously agreed to a 1.7 million dollars to the family. he was arrested on suspicion of trying to buy drugs from

uncover police in east oakland. during arrest several officers broke several of his ribs and lacerated his left lung. he died from pneumonia caused by the fractured ribs. san jose police say a man they shot and killed this month was a college student suspected of killing two former students. police shot 23-year-old ricardo moreno during a con phone october 10th. he studied psychology at san jose state. the weapon he used to threaten the officer was the same gun used to kill former students kristina pandula and eric otokawa. they were gunned down execution-style two days before police shot moreno. police say all three knew each other from school. >> the connection that we have between the three individuals we know at one point they were the same dorm at san jose state. we believe base on the information we have that's how they met.

>> police believe the motive for the killings was a drug deal gone bad between the two men. they say kristina pandula was a victim of circumstance this morning, thousands of apple employees will gather to pay tribute to the late steve jobs. the celebration of life ceremony will take place at the company's cupertino headquarters. many apple stores will be closed from 10 to 11:30 this morning so employees can watch a webcast of the tribute. he died october 5th after a long struggle with cancer. today's memorial will be rebroadcast later in the day so employees in other countries can watch. 6:07. sue is up dating the information on that accident that has blocked the southbound lanes of 101. first, a look at the weather. the breezes brought in clouds overnight good morning. clouds are causing 60 minute flight arrival delays into

will be our two warmest afternoons. here's an update with -- major problem in san francisco. southbound 101 at the 80 connector ramp we'll show you how traffic is affected there. all lanes southbound shutdown. crews onsite they put out the fire tanker truck. the truck is mangled. i was looking at the northbound direction traffic flowing well northbound no major delays in the northbound area this is at the ups building southbound 101 as you come off the bay bridge. this is a live shot from the bay bridge looking southbound 101 where 80 comes off of the bay bridge. you can see taillights traffic is stopped in the area. you want to use 280 chp has no estimated time of opening at least a while. they have to test the

for us coming up. santa clara county going up against the federal government's crackdown on illegal immigrants. supervisors voted this morning to stop honoring federal requests for local authorities to keep suspected illegal immigrants in jail an extra 48 hours to give federal agents time to pick them up. the county's policy says it will comply only for those convicted of a violent crime. wants the feds to reimburse all related costs. i am kpwrapbt advocates say the county took down a -- immigrant add cases say the county took down a bully many wild rescue of monterey says somebody intentionally shot a hawk in the skull with a nail gun. the group spotted the hawk in a tree and setting out traps to treat it. the group has put up a $5,000 reward for information leading to the people responsible for this case of animal cruelty. red-tailed hawks are protected under the migratory bird treaty act.

report. here's what we are look at weather-wise. as we come up on 6:18 cloudy drizzle, patchy and it is thicker along the coast where we had a couple hunt of inch measureable in -- couple hundreds of an inch measurable able in some spots. towards the monterey bay temperatures under a cloudy sky upper 50s to near 60. i promise by the afternoon hours we will have sunshine. it will be breezy and the cool weather we've been dealing with along the coast into the bay yesterday starts to push inland thanks to this stronger sea breeze. cloudy again tonight not as much drizzle as this morning. the winds will shift around for the weekend and bring us warm shun -- warm sunshine every. if you missed it monday the is coming back for the weekend. today compared to average we are close livermore and san jose.

right now they are dealing with a diesel leak. look behind me at the huge ladder firefighters had to use to get water to the freeway. they need a continuous water flow and their engines only have 500 gallons. they needed it to put out the huge fire. they got the call at 5:00 this morning that the cab of a tanker a cement truck was on fire. truck is blocking all lanes of traffic. the driver of that truck is in critical condition. the truck hit two cars so a couple other people were taken to the hop. their injuries are minor. southbound 101 before hospital curve is now closed. first they have to clear the accident scene. they have no idea how long that is going to take. then cal train is want)húh to -- wants to check out the integrity of the highway to see if it is safe or if the fire caused significant damage.
